Carburator Timing Problem

I have this problem. My carburator timing way too silly right now, when i open the throttle, the timing is way to high for a while, then it come back to the normal timing.this is my spec, 62mm block, standard head and porting, carburator rxz mj 160, pj 27.5.help meeeeee.
