Clean Engine

i went to a mechanic for a tune last day, we notice that inside the head is dirty ( parang sunog) if you touch it, it will comeout to your hand, (malapot).. mechanic say my engine is not clean.. what can i do to make my engine clean, im a second owner of this sniper classic 09, i change my oil every 1000km.. maybe the 1st owner of this mc is not using a genuine oil or not changing oil
