Having Vibrations With My Pipe.. Help :)

Hi everyone! i would like to ask your opinion or help. I'm using NOB 1 pipe dual sound type and i have notice that there is a vibration inside of my pipe. every time ill go on high rev, the wholes inside the canister like the one that has been covered with fiber is moving and vibrating. is that normal?or do i need to repack my muffler. thanks!
