Cooling Fan Doesnt Seem To Turn On

Hi im just a newbie here and i need help for my sniper. It seem that my cooling fan doesnt work..i've monitored my cooling fan for almost 20 mins while the engine is on and it doesnt work at all.what seems to be the problem?
